In February of this year a committee was established by Tom O’Reilly, Cathaoirleach, Coiste an Chabhán, C.L.G., to review what might be done to improve the fortunes of Cavan Football, at both club and inter-county level. At last Monday night’s County Board meeting, the report was submitted to the members of Cavan County Committee for their consideration.
The committee was made up of 11 members chaired by former Uachtaran Chumann Luthchleas Gael Peter Quinn and their report, the result of 14 meetings, 14 formal and many informal consultations, is a very comprehensive document and puts forward some radical changes to football at all level within the county.

Here is a very brief summary of some of the recommendations contained in the report:
Adult Football

Teams Championship status (From 2013 onwards) will be determined by League Performance (Division 1 = Senior Championship; Division 2 = Intermediate Championship)
Standings at the end of 2012 season will determine status in reformed league in 2013

From 2013 and thereafter:
-
10 Teams in Senior/Division One League (18 Games – 9 home and away) and Championship (with 6 Group/Regional Teams)

10 teams in both the Intermediate/Division Two League (18 Games – 9 home and away) and Championship
20 teams in Junior Leagues (2 separate Junior Divisions: 3a and 3b) and Championship

Create Six Group/Regional teams from clubs in Division 2 & 3 to play in Senior Championship – County Board will select the combinations

Junior and Intermediate Championship to be played much earlier in the year (Early May) to facilitate playing Senior Championship on its own

Return to knockout Championship with backdoor - Every club to get two chances (Byes to count as a ‘chance’)
Two Championships for Reserve Teams (Division 4 and 5)

Promotion & Relegation in all leagues (with option for single team club to remain Junior and stay out of Reserve Divisions)

No club to be promoted unless it wins either the League or the Championship
Underage Football

Under 16 & Minor: Three leagues (Third Division on 13-a-side basis); Two Championship Divisions: ‘A’ Championship with both Group and Single Club Teams (Knockout & Backdoor system); B Championship for Single clubs only and 13-a-side
Under 14: Four leagues (Division 4 to be 11-a-side) and three Championship Divisions

Under 12: Go-Games Format

An Under 20 Championship to replace Under 21 Championship
There are a number of recommendations made in the areas of Coaching, Games and Fixtures and obviously the County Teams.
